Kris Sullivan

Inspector General Kris Sullivan has 26 years of Inspector General related experience, including audits and investigations of information technology, operations, contracts, and grants. Sullivan was named Inspector General of the Florida Department of Transportation (FDOT) in August 2018. Prior to being named Inspector General, Mr. Sullivan served as the FDOT Director of Audit for six years. Sullivan serves as President of the Florida Chapter of the Association of Inspectors General and previously served the President of the Tallahassee Chapter of Internal Auditors. He is a Certified Inspector General, Certified Inspector General Investigator, Certified Internal Auditor, Certified Fraud Examiner, and Certified Information Systems Auditor. During his career he has managed, directed, and supervised over 200 audits and investigations. These engagements included evaluating the performance of the Department of Transportation’s operations, consultants, and contractors for compliance and to enhance efficiency, effectiveness, and operations. Additionally, Sullivan has led and participated in several enterprise projects for the Governor’s Chief Inspector General. Sullivan is a graduate of Florida State University.

Trystal Wright

Trystal Wright is an accomplished Audit Manager at Florida A&M University, as well as a distinguished alumna. Trystal's expertise and dedication in the field of auditing have earned her recognition as a Certified Government Auditing Professional (CGAP), Certified Inspector General Auditor (CIGA), and Certified Inspector General Investigator (CIGI). With an impressive professional background spanning over seven years in auditing and over 10 years in analytical and consulting roles, Trystal brings a wealth of experience to the table. Trystal's affiliation with esteemed organizations such as the Association of College & University Auditors (ACUA), the Association of Government Auditors (AGA), the Association of Inspectors General (AIG), the Association of Certified Fraud Examiners (ACFE), and the Institute for Internal Auditors (IIA) highlights her dedication to staying at the forefront of industry standards and networking with fellow professionals. Trystal currently serves on ACUA’s newly formed Artificial Intelligence (AI) Committee. She has also served as a Certification Officer and continues to contribute as a Board member for the Tallahassee Chapter of the IIA, exemplifying her commitment to professional development and industry advancement.

Ricky Lay

Ricky has served as an Instruction and Education Coordinator for the Department of Management Services Professional Development Unit within the Division of State Purchasing since February 2017. For the past 7 years, he has assisted with the development and delivering the Florida Certified Contract Manager (FCCM) course, the Florida Certified Contract Negotiator (FCCN) course, and the Procurement Operation Preparations (POP) course, as well as other procurement training. From 2007-2017, Ricky served as a Training Coordinator for the Department of Corrections where he trained Correctional Officer Trainees in the areas of general topics, weaponry, and defensive tactics. Ricky started his career with the State of Florida Department of Revenue in June 2000 until 2007 and served in many areas, including personnel recruitment and Selection, General Taxes, Intangible Taxes, and Child Support Enforcement. Before his career with the State of Florida, Ricky served 20 years in the Marines as a Weapons Specialist and Training Manager. Ricky participated in the acquisition of the M1A1 Tank and the M240 Machine Gun. Ricky has held a variety of certifications over his career including Certified Tank Master Gunner, Defensive Tactics Instructor, Firearms Instructor, and Certified Florida Department of Law Enforcement (FDLE) Instructor.

Alison Owens

Alison spent 12 years as an ESE teacher with Leon County Schools prior to moving to the Florida Department of Education in December 2022. While at FDOE, Alison managed 21 discretionary projects, which included reviewing grant applications, reviewing and approving programmatic and budget amendments, and ensuring that quarterly deliverables were met by the projects. In May of 2024, Alison transitioned to the Florida Department of Management Services to join the Bureau of Governance and Professional Development as an Instruction and Education Coordinator. In this role, Alison combines her classroom instruction experience and grant management knowledge to provide instruction of the Florida Certified Contract Manager course to state agencies and other eligible users.

Jason Knowles

Jason Knowles is a former U.S. Marine. He received a Bachelor of Science degree from the Florida State University School of Criminology with a minor in human behavior and certificates in law enforcement and corrections. He has approximately 27 years of law enforcement experience. His career started in law enforcement in 1996 with the Tallahassee Police Department (TPD), In 2002, Jason accepted a Special Agent position with the Florida Department of Law Enforcement (FDLE) and was initially assigned to FDLE’s newly formed Florida Computer Crime Center (FC3. In 2006, Jason transferred to FDLE’s sworn training section. While assigned to the training section, Jason was an integral part of changing sworn training. Jason assisted in creating and rewriting state law enforcement curriculum, and on several occasions testified in court as a subject matter expert in the use of force and police practices. In 2008, he was assigned to the Governors’ Protective Operations section providing close protection to the Governor and first family. In 2014, Jason returned to investigations and was assigned to the Tallahassee Regional Operations Center (TROC) High-Tech Cyber Crime unit, and later to the Violent Crime squad. In 2016, Jason was promoted to Special Agent Supervisor of the High-Tech Cyber Crime and Electronic Surveillance Support Team. In 2020, he was assigned as the SAS over the Domestic Security Counter Terrorism and Targeted Violence Prevention Unit. In this role he serves as the Deputy Director of the North Florida Fusion Intelligence Exchange, the Regional Domestic Security Task Force Coordinator, and the mutual aid coordinator for Region II. In addition to the above career highlights, Jason has served approximately 24 years on either a local SWAT or FDLE’s Special Operations team as both a sniper and an entry team leader.

Cindy Harper

Cindy Harper is the Division Chief of the Marion County State Attorney’s Office. Cindy began her legal career in 2012 as an Assistant State Attorney in the Fifth Judicial Circuit. As a prosecutor, Cindy has prosecuted misdemeanors, felonies, sexually violent predators, 10-20-life cases, and murders. Prior to attending law school, Cindy had a career in public relations and community affairs. Born and raised in Florida, Cindy graduated from the University of Florida where she earned bachelor’s degrees in Public Relations and Political Science. She earned a master’s degree in Public Administration from the University of Central Florida. She then earned her law degree from the University of Florida's Levin College of Law.

Caroline Johnson

Currently employed at the United States Department of Veterans Affairs. Admitted to the Florida Bar in 2000, graduated from the Florida State University College of Law, and practices in the areas of Civil Rights, Criminal, Contracts, Labor and Employment, Military/Veteran, and State and Federal Government and Administrative Practice.

Thomasina Moore

Thomasina Moore has a diverse legal practice comprising appellate law, juvenile law, labor and employment, ethics and public records, and government contracting matters. Board-certified by The Florida Bar in appellate practice and juvenile law, Thomasina has represented clients in over 1,000 appeals throughout her career, including dozens of complex cases. Thomasina counsels government agencies and businesses on employment matters involving employee relations issues, policy development, and compliance with federal, state, and local laws, including those involving race, age, religion, national origin, and sex discrimination; sexual harassment; alleged violations of ADA; wrongful terminations; breach of contract; Florida Whistleblower Act; and FLSA and FMLA violations. She represents organizations needing strategic and operational guidance to help drive bottom-line revenue growth by working closely with clients to help strengthen and protect their organization, advising on team performance, optimizing organizational structures, and providing guidance on reporting processes to accommodate efficient business operations.

Thomasina regularly collaborates with GrayRobinson colleagues in government affairs and lobbying, labor and employment, and appellate practices to provide clients with the resources and relationships necessary for meaningful impact.

Tony Montero

Tony Montero has been with the PBC Office of the Inspector General since 2017 and is currently the Director of Contract Oversight and Evaluations providing oversight on 39 municipalities, Solid Waste Authority, and Palm Beach County government. He has 38 years of experience in contracting with federal, state, local public entities, higher education, and private business. He served in the US Air Force as a contracting officer deployed to Saudi Arabia during the Gulf War. Tony also worked for the Defense Logistics Agency administering aerospace contracts and was a consultant to Navy and Army contractors before accepting a position with Florida Atlantic University, where he was promoted to the Assistant Director of Purchasing overseeing $100 million in contracts and purchases annually. Tony is a US Air Force Academy graduate, a decorated Gulf War veteran, has a Master of Engineering Administration from George Washington University, and is a Certified IG Inspector/Evaluator and Certified IG Investigator.
