The AIG Illinois Chapter hosts a webinar: "Fraud Vulnerabilities in Contracting," presented by Tom Caulfield with Procurement Integrity Consulting Services.

This webinar will be presented over 2 sessions. Session II builds off the instructional content of Session I. In order to receive the maximum available CPE credits, students must attend both sessions. If a student chooses to participate in only one session, their CPE credits will be commensurate with their attendance; however, registration fees will not be adjusted.


About the Instructor: Mr. Caulfield has forty-plus years of public and private sector experience in anti-corruption, criminal investigations, anti-fraud strategies, white-collar crimes, and professional development. He most recently served as the Assistant IG for Investigations, Special IG for Pandemic Recovery (SIGPR). The SIGPR was created under the CARES Act and has the duty to conduct, supervise, and coordinate audits and investigations of loans and other investments made by the U.S. Treasury Department under the CARES Act.


Mr. Caulfield is the co-founder and Chief Operating Officer for Procurement Integrity Consulting Services. Procurement Integrity Consulting Services is committed to helping industry and governments in safeguarding against unnecessary financial losses and reputational damages related to procurement fraud and abuse.


Course Summary: What experienced oversight professionals have come to appreciate is that at first read, a contract and the procurement processes can appear somewhat overwhelming to a non-procurement official. This training will help remove the mystery out of identifying procurement corruption, fraud and/or abuse by depicting the traditional procurement schemes and overlaying them to the procurement process where the schemes are normally deployed. The training will further identify those procurement schemes that require some type of collusion and with which person(s) in the process. It will end by highlighting some of the strategies currently being used to combat corruption/fraud in the response to COVID-19. The training will be designed and delivered in a virtual lecture format with practical exercises included throughout the training.


After completing our course the students will be able to:

  • Distinguish what the key characteristics of procurement corruption, fraud and/or abuse are.
  • Identify where malicious procurement schemes are found in today's contracting.
  • Understand what drives, and therefore motivates, a person to commit these schemes.
  • Current techniques to prevent, deter and detect procurement corruption, fraud and abuse in today's contracting including data analytics and predictive modeling.


CPE Credits: Up to 6.8 CPE Credits (Attendance and attentiveness are monitored by WebEx programming and through polling questions presented randomly during the event.)
