During this 2-hour training, Florida's Chief Inspector General Melinda Miguel will present a summary of legislative changes from the 2021 Florida Legislative Session as well as a summary of the recommendations made by the 2019 Florida Cyber Security Taskforce.

Palm Beach County Inspector General John Carey, City of Tallahassee Inspector General Dennis Sutton, and City of Miami Beach Inspector General Joseph Centorino, all Florida city and county inspectors general, will discuss how their offices came to exist in Florida, how their offices have grown and changed since inception, and any current issues facing city/county OIGs.

Florida Department of Children and Families Regional Investigator/Accreditation Manager Flora Miller will provide a summary of Florida accreditation changes made during FY 2020-2021 as they pertain to the OIG, as well as observations made by accreditation assessors and team leaders during the most recent cycle.

Each module will conclude with questions and answers from the audience, if any.

Understand changes made during the 2021 Florida Legislative Session impacting the IG community.
Understand the recommendations made by the 2019 Florida Cyber Security Taskforce
Understand the roles and responsibilities of the various city/county OIGs in Florida.
Understand current issues facing city/county OIGs in Florida.
Understand changes made to Florida IG accreditation standards during 2020-2021.
Understand trends identified by accreditation assessors during 2020-2021.

Instructional Delivery Method: Group Internet Based

CPE Credits: Up to 2 CPE Credits (Attendance and attentiveness are monitored by WebEx programming and through polling questions presented randomly during the event.)

Melinda Miguel

Melinda Miguel is the Chief Inspector General, Executive Office of the Governor, State of Florida. Miguel has over 29 years of public service and served as IG for the following state agencies: Florida State Board of Administration; Florida Attorney General’s Office; Florida Department of Education; and Florida Department of Elder Affairs. Miguel has also served as the Deputy IG for the Architect of the Capitol and IG for the U.S. Government Publishing Office, both in Washington, D.C. Miguel is the President-Elect for the Association of Government Accountants. She also serves on the AGA’s National Intergovernmental Partnership. Her service with AGA extends over twenty years in a variety of leadership roles at the national, regional, and local levels. Miguel is the immediate past National President of the Association of Inspectors General; a former member of the national Executive Committee and member of the Legislative Issues Committee, Professional Certification Board, Professional Standards Committee, and Diversity and Inclusion Committee. She is also an advisor to the International Association of Financial Crimes Investigators. Miguel received a Bachelor of Science Degree in Economics and a Graduate Certificate in Florida Local Government Administration from Florida State University. She is a Certified Inspector General, a Certified Project Management Professional, a Certified Internal Controls Auditor, a Certified Construction Auditor, a Construction Control Professional, a Certified Business Manager, and Certified Cyber Crimes Investigator.

John Carey became Inspector General of Palm Beach County, Florida on June 23, 2014. His office oversees 42 separate government entities to include the County government and all municipalities within the county. John has more than 44 years of government service in the areas of intelligence, operations, law enforcement, and Inspector General oversight. He is a retired Marine colonel. In the field of Inspector General oversight, John was the Deputy Inspector General of the Marine Corps; the Deputy Inspector General for Director of National Intelligence; and finally, the Inspector General for the Defense Intelligence Agency before coming to Palm Beach County. John is on the Board of the Association of Inspectors General and is a Certified Inspector General and Certified Inspector General Auditor.

Joseph Centorino assumed the position of Inspector General for the City of Miami Beach on November 1, 2019. Centorino previously served as the Executive Director/General Counsel of the Miami-Dade Commission on Ethics and Public Trust from 2011 to 2018. In that position he oversaw ethics training and the provision of ethics opinions for elected officials, public employees, lobbyists, and local government attorneys, as well as the enforcement of the Miami-Dade Ethics Code, which covers all public servants in Miami-Dade County government as well as all municipalities within the County. Prior to his County service, he spent twenty-five years as an Assistant State Attorney at the Miami-Dade State Attorney’s Office. His service in that office included sixteen years as the Chief of the Public Corruption Unit, where he supervised, investigated, and prosecuted major corruption cases involving elected and appointed public officials and public employees. Centorino began his career in Massachusetts as an aide to U.S. Representative Michael J. Harrington, and later worked in private law practice and as an Assistant District Attorney in Essex County. He also served for eight years as an elected city councilman in his hometown of Salem, MA. Centorino holds B.A. and M.A. degrees from Tufts University in Political Science a Juris Doctor from Boston College Law School, and is a member of the Florida Bar, as well as the Bars of Massachusetts, the District of Columbia, and the U.S. Supreme Court. He has served as an instructor of Professionalism and Ethics at Florida International University, and is a frequent lecturer, speaker and panelist on corruption and ethics-related topics. He was the recipient of the Lawyers in Leadership Award from the Center for Ethics and Public Service at the University of Miami School of Law in 2011, and has served on the Florida Bar Professional Ethics Committee.

Flora Miller started her career in state government in 2000 in the Florida Department of Children and Families - Public Assistance Eligibility and Public Assistance Fraud Investigations Unit, later joining the DCF Office of Inspector General in approximately 2003, serving as a Regional Investigator and Regional Investigator Supervisor. She currently serves as both a Regional Investigator as well as the Accreditation Manager for her agency. Miller is a Team Leader for Inspector General Assessments for the Florida Commission for Law Enforcement Accreditation and has completed over 25 assessments as both Team Leader and Team Member. She has also completed approximately 20 Peer Reviews, serving as both Team Leader and Team Member for the Association of Inspectors General Peer Review Committee, and is the current Chair of the AIG's Peer Review Committee. Miller is an instructor for the Florida Police Accreditation Coalition and the AIG Institute. She holds certifications as a Certified Inspector General Investigator through the AIG and Certified Accreditation Professional through the FLA-PAC.

Dennis Sutton began his professional career as an auditor with the local Tallahassee CPA firm Law, Redd, Crona, and Munroe in 1994. He joined the City of Tallahassee in 1999 and progressed through the ranks of the City Auditor’s Office to become the City Auditor in July of 2019. Sutton became the City’s first Inspector General in July of 2020 with the passage of Ordinance 20-O-22AA which transformed the City Auditor’s Office into the Office of Inspector General. As Inspector General, Mr. Sutton leads a team of outstanding professionals providing both audit and investigative services to the City Commission and the citizens of Tallahassee. Sutton served in the US Army in the late ‘80s and was honorably discharged in the summer of 1990. From there, he attended and graduated from Florida State University with a Bachelor of Science in Accounting. He is a Certified Public Accountant and Certified Internal Auditor. Sutton is a member of numerous professional accounting and auditing associations including the Institute of Internal Auditors, Association of Government Accountants, Government Finance Officers Association, Association of Local Government Auditor, and the Florida Chapter of the Association of Inspectors General.
