The Association of Inspectors General - New York and New Jersey Chapter is hosting a breakfast meeting and training session on October 23, 2024, from 8:30 am to 11:30 am EDT at John Jay College. All NY-NJ Chapter Members are invited to join in with breakfast, a short business meeting, and a free professional development training session. A complimentary breakfast will be served before and during the Chapter Board meeting from 8:30 am until 9:30 am, in which all Chapter Members are invited.
Following the Board Meeting, the Chapter is hosting a free training for all Chapter Members:Investigations and Technology – Protecting Individuals' Rights – presented by John Curry, Senior Managing Director, Guidepost Solutions LLC and Chapter Board Member.
The training has the learning objectives of equipping participants with skills to conduct thorough, ethical investigations using modern technology, while safeguarding individuals' rights.
A Summary of the Core Learning Objectives:
1. Principles of Ethical Investigations
- Understand the fundamentals of conducting investigations in compliance with legal standards.
- Learn the different types of investigations (criminal, civil, administrative).
- Ensure objectivity, accuracy, and fairness throughout the investigative process.
2. Technology in Investigations
- Learn how to use emerging tools and technologies (e.g., databases, surveillance, and forensics software) to support investigations.
- Learn proper data collection, storage, and analysis techniques to avoid tampering or violations of privacy.
3. Legal and Ethical Framework for Technology Use
- Understand the laws governing the use of technology in investigations, such as privacy laws, data protection regulations, and electronic communications regulations.
- Learn the ethical boundaries of using technology to avoid infringing on individual rights (surveillance, data tracking, etc.).
- Develop strategies to balance investigative needs with the protection of civil liberties.
4. Protecting the Rights of Individuals
- Understand key individual rights such as privacy, due process, and protection from unlawful searches or seizures.
5. Effective Communication and Reporting
- Learn how to document investigations comprehensively and accurately to withstand legal scrutiny.
- Understand the importance of transparency and accountability in the investigation process.
6. Case Studies and Real-World Application
- Review case studies where technology played a crucial role in investigations while highlighting challenges in protecting rights.

Investigations and Technology – Protecting Individuals’ Rights

Senior Managing Director of Guidepost SolutionsJohn A. Curry is the Managing Director in Guidepost Solutions Monitoring and Investigations practice. Most recently he served as the Assistant Commissioner for Legal Affairs and Deputy General Counsel at the New York City Business Integrity Commission (BIC). Mr. Curry conducted investigations and depositions; designed and oversaw monitorships of companies licensed by the BIC; and drafted advisory opinions for the Commission. He acted as a liaison with local, city, state and federal regulatory and law enforcement agencies investigating the New York City Public Wholesale Markets as well as companies and principals involved in the trade waste industries regulated by BIC. He coordinated and assisted investigators and members of the New York City Police Department (“NYPD”) assigned to the Organized Crime Investigation Division in developing strategies for criminal investigations. Mr. Curry also supervised and conducted internal investigations relating to allegations of misconduct and/or violations of the BIC Code of Conduct. During his tenure, he also served as acting General Counsel and Director of BIC’s Background Investigations Unit.
Prior to joining BIC, Mr. Curry was the regional counsel for the Recording Industry Association of America (RIAA) where he provided legal guidance in creating and drafting enforcement strategies for combating the manufacturing, distribution and sale of counterfeit and piratical music in multiple states; testified at federal, state and local legal proceedings on behalf of the RIAA; trained law enforcement personnel on how to identify counterfeit/piratical music and conduct successful criminal investigations; and assisted prosecutors in preparing and presenting piracy cases to grand juries and trial juries. Mr. Curry also served as an Administrative Law Judge for the New York State Liquor Authority (NYSLA) where he conducted hearings.
Mr. Curry began his career serving 20 years with the NYPD. He was assigned to the Intelligence Division and retired as Sergeant/Executive Officer of the NYPD Legal Bureau’s Civil Enforcement Unit.

Deputy Commissioner / Chief at NYS Dept of Corrections and Community Supervision
Darren Miller has served as the Deputy Commissioner and Chief of the New York State Department of Corrections and Community Supervision’s Office of Special Investigations (OSI) since February 2020. He first joined OSI in 2015 as the Director of Operations, and he was subsequently promoted to Assistant Commissioner / Assistant Chief.
The pursuit of justice and the promotion of integrity within government have been his passion for over 25 years. He is a graduate of Brown University and Albany Law School. He started his legal career as a criminal defense attorney, and then served as an assistant district attorney for seven years in his home community, Saratoga County. He later investigated and prosecuted public corruption cases as a Senior Counsel in the New York State Attorney General’s Office. He also investigated the waste, fraud, and abuse of New York State resources as a Deputy Inspector General in the New York State Inspector General’s Office. He further has led investigations and monitoring teams on major construction projects for a private sector inspector general firm, Thacher Associates, in New York City.
Under Chief Miller’s leadership, OSI combines thorough, objective investigations with proactive measures like inspections and monitoring initiatives to uphold the Department’s public safety mission with integrity and fairness.
Chief Miller is a Certified Inspector General by the National Association of Inspectors General and is currently President of the Association of Inspectors General New York / New Jersey Chapter. In 2019, he graduated from the FBI National Academy in Quantico, Virginia. He also serves on the Board of Delegates for the New York and Eastern Canada Chapter of the FBI National Academy Associates.
