Dr. Glenda B. Arrington extensive professional portfolio spans over the public and private sector; academia, community outreach, and non-profit board leadership. She is the former Inspector General for the Library of Congress. She is a certified Inspector General, certified Inspector General Inspector and Evaluator, and a certified Fraud Examiner. She oversees audits, inspections, and investigations into waste, fraud, and mismanagement. She is a Senior Executive Fellow of the Harvard Kennedy School, a graduate of the Federal Executive Institute, and a member of the Senior Executive Association. Dr. Arrington is a published author.

Originally from Saint Louis, Missouri, Dr. Anderson graduated, summa cum laude, from Howard University with two Bachelors of Arts Degrees in Administration of Justice and Spanish. She went on to graduate from John Jay College of Criminal Justice’s Masters of Public Administration-Inspector General Program, and then obtained a Ph.D. in Public Policy and Management from The John Glenn College at The Ohio State University. By way of certifications, Dr. Leigh R. Anderson is a Certified Inspector General Auditor (CIGA), a Certified Inspector General Inspector/Evaluator (CIGE), both through the Association of Inspectors General, and a Certified Homicide Investigator through the North East Multi-Regional Training® Police Training Institute.

Dr. Anderson is currently the Executive Director of the Police Accountability Team for the City of Cleveland, Ohio. She came to Cleveland as an Assistant Professor in the Department of Criminal Justice Studies at Southern Illinois University and a Contractual Chief of Staff for the City of Oakland Office of the Inspector General under the City’s Police Commission. Previously, Dr. Anderson has served as a Chief Performance Analyst in the Public Safety Section of the City of Chicago Office of Inspector General where she led and conducted audits and evaluations of the Chicago Police Department (CPD), the Civilian Office of Police Accountability (COPA), and the Police Board (PB) to increase public safety, protect civil liberties, and increase the public’s confidence in the City of Chicago public safety structure. Standing at the nexus of practice and theory, Dr. Anderson consults with a number of police departments to assist with police accountability and reform efforts - developing sets of policies and procedures that are in line with 21st Century Policing best practices and the tenets of procedural justice. She is an instructor for the Association of Inspectors General - Inspector General Institute® Certified Inspector/Evaluator Course, certified by the National Association of State Boards of Accountancy (NASBA). Dr. Anderson has also been an invited guest lecturer for the Annual African American Heritage Lecture Series hosted by The University of Wisconsin-Whitewater where she lectured on Critical Issues in Policing: A Discussion of Graham v. Conner and Officer Reasonableness.

In 2023, she was recognized as a recipient of the 40 under 40 award in Northeast Ohio by Crain’s Cleveland Business. Dr. Anderson was recently nominated and subsequently selected for the Leadership Cleveland Class of 2024. Sponsored by the Cleveland Leadership Center (CLC), the program empowers experienced, senior-level positional leaders with the knowledge, skills and relationships to deepen their civic understanding while advancing and deepening their impact in the community. She was humbled and honored to be profiled as an Alumna of the Doctoral Program in Public Policy from the John Glenn College of Public Affairs at The Ohio State University. The Glenn College is the number one ranked public affairs school in the State of Ohio and the number 19 ranked Public Affairs College out of 290 schools in the nation. In October of 2021, she was awarded the Distinguished Young Alumni Achievement Award which recognizes alumni who have demonstrated early distinctive achievement in their public service careers.

Yvonne Brooks is the Deputy Inspector General for the Maryland Office of the Inspector General for Education. Prior to this role, Yvonne was the Deputy Inspector General for the Baltimore City Office of the Inspector General, where she was responsible for day-to-day operations and administration since joining the office in 2018.

Prior to joining the Baltimore OIG, Yvonne worked as a senior special agent in the Office of Inspector General for the Washington Area Transit Authority, where she investigated allegations of fraud, waste, and abuse in one of the nation's largest public transportation systems. While there, Yvonne also cultivated an expertise in procurement fraud. Before delving into inspector general work, Yvonne served as an Assistant State’s Attorney for the State of Maryland for over 12 years. She secured numerous convictions in cases ranging from felony violence and police misconduct to white-collar crimes. Among her accomplishments while a prosecutor, Yvonne initiated the investigation that led to one of the largest mortgage fraud cases in Maryland. Yvonne also served as an Assistant Attorney General, where she investigated potential environmental crimes throughout the state and educated the public about environmental justice issues and awareness.

John Carey became Inspector General of Palm Beach County, Florida on June 23, 2014. His office oversees 42 separate government entities to include the County government and all municipalities within the county.

John is a retired U.S. Marine colonel and retired federal government senior executive. He has more than 46 years of government service in the areas of intelligence, operations, law enforcement, and Inspector General oversight. For the last 22 years, John has served in the Inspector General field. He was the Deputy Inspector General of the Marine Corps; the Deputy Inspector General for Director of National Intelligence; and finally, the Inspector General for the Defense Intelligence Agency before coming to Palm Beach County. John is on the Board of the Association of Inspectors General and the Chair of its Professional Certification Board. He is a Certified Inspector General, Certified Inspector General Auditor, and Certified Inspector General Inspector/Evaluator.

He holds a Bachelors of Arts degree (cum laude) from the Grace College, a Masters of Strategic Studies from the U.S. Army War College, and a Masters of Arts in Christian Studies from Palm Beach Atlantic University. He also attended the Federal Bureau of Investigation National Academy, the Federal Executive Institute, and the Kellogg School of Management.

Ms. Chatelain was appointed the 1st Assistant Inspector General for the newly created Jefferson Parish Office of Inspector General (JPOIG) in September 2013. As the 1st Assistant, Ms. Chatelain provides legal counsel and direction across all areas of operations, audit and investigation, as well as provides program oversight and administration. Ms. Chatelain joined the AIG as a member shortly after her appointment, and she became a Certified Inspector General in August 2014.

Ms. Chatelain is a licensed attorney of twenty-eight years, including fourteen years as an Assistant Attorney General for the State of Louisiana. She has extensive experience representing governmental entities in state and federal court and advising governmental entities on legislative, administrative, and regulatory matters. Immediately prior to joining the Jefferson Parish Office of Inspector General, Ms. Chatelain was the Director of Governmental and Ethics Compliance for Jefferson Parish. As Director, she developed and implemented new administrative policies across government and launched a program of ethics education.

Ms. Chatelain received her law degree in 1992 from Tulane Law School in New Orleans, Louisiana and her Bachelor of Arts Degree from Louisiana State Univesity, Baton Rouge, Louisiana in 1989. She is a Certified Fraud Examiner and a Certified Ethics and Compliance Professional. She is a member of the the Association of Certified Fraud Examiners and Society of Corporate Compliance and Ethics Professionals.

Mr. Jeffrey R. Clark, Sr. is a highly accomplished and respected professional currently serving as the Inspector General for Commander, United States Naval Forces Central Command. In this role, he serves as the principal advisor to the Commander, providing expert guidance on matters of Assistance, Inspection, Investigation, and Audit Liaison pertaining to Department of Defense and Department of Navy policy standards and operations. Mr. Clark oversees program inspections, external audits, Hotline investigations, special inquiries, audit liaison, and procedures for the Integrated Risk Management Program. His responsibilities include assessing operational and material readiness, effectiveness, efficiency, and compliance with laws and regulations. In recognition of his exceptional performance, Mr. Clark was honored with the Civilian Superior Service Award on 24 July 2023.

Previously, Mr. Clark served as the Inspector General for Naval District Washington, where he held oversight responsibilities for seven Navy Installations across Virginia, Maryland, and the District of Columbia. In this capacity, he meticulously planned command inspections, compliance inspections, and special interest item reviews for 105 programs. For his outstanding and dedicated service in this role, Mr. Clark was awarded the Meritorious Civilian Service Award on 25 February 2021.

With a remarkable 31-year career in the United States Navy, Mr. Clark brings extensive experience and expertise to his current position. Prior to his retirement from the Navy, he served as the Senior Enlisted Advisor for the Office of the Naval Inspector General. In this key leadership role, Mr. Clark directed all functions related to the well-being and support of 275,000 enlisted personnel in the United States Navy.

Mr. Clark is an academically accomplished professional, holding a Bachelor of Science Degree in Liberal Arts. He further bolstered his qualifications by completing the Navy Corporate Business Course at the prestigious Naval Post Graduate School in Monterey, California. Additionally, Mr. Clark holds certifications as an Inspector General, Investigator, and Inspector/Evaluator.

With his impressive track record of achievements and unwavering dedication, Mr. Jeffrey R. Clark, Sr. continues to contribute significantly to the success and efficiency of naval operations.

Joe received his Master’s in Business Administration (MBA) from the Florida State University School of Business where he also has degrees in Finance and Marketing. He currently serves as the Vice President for Audit at Florida Agricultural and Mechanical University (an Inspector General equivalent post). He previously served as City Auditor for the City of Tallahassee and before that Inspector General and Director of Compliance for the State University System of Florida Board of Governors. Joe has over 29 years of service in State of Florida government, serving primarily in Offices of Inspector General and serving as Inspector General for four state agencies.

Joe is a Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Inspector General (CIG), Certified Inspector General Investigator (CIGI), Certified Inspector General Auditor (CIGA), Certified Government Auditing Professional (CGAP), and Certified Compliance and Ethics Professional (CCEP). Joe is an active member of several professional organizations including the Institute of Internal Auditors (IIA), ISACA, Association of Government Accountants (AGA), Association of Inspectors General (AIG), and Association of Certified Fraud Examiners (ACFE).

Joe and his wife Tracey reside in Tallahassee, Florida. In his personal life he prides himself on being a devoted husband and father of four, third degree black belt in TaeKwonDo, proficient woodworker/handyman, avid runner, triathlete, and obstacle course racer.

Flora Miller started her career in state government in 2000 (Public Assistance Eligibility and Public Assistance Fraud Investigations), joining the Office of Inspector General in approximately 2003, serving as a Regional Investigator and Regional Investigator Supervisor. She currently serves as both a Regional Investigator (covering portions of the Central, Northeast, SunCoast, and Southeast Regions), as well as the Accreditation Manager for her agency.

Mrs. Miller is a Team Leader for Inspector General Assessments for the Florida Commission for Law Enforcement Accreditation (CFA) and has completed over 25 assessments (mock, onsite, and technical assistance) as both Team Leader and Team Member. She has also completed approximately 20 Peer Reviews, serving as both Team Leader and Team Member for the Association of Inspectors General Peer Review Committee, and is the current Chair of the AIG's Peer Review Committee. Mrs. Miller is an instructor for the Florida Police Accreditation Coalition (FLA-PAC) and the AIG Institute. She holds certifications as a Certified Inspector General Investigator (CIGI) through the AIG and Certified Accreditation Professional (CAP) through the FLA-PAC. In her downtime, Mrs. Miller is active in the martial arts community with her husband sanctioning amateur competitive events through the Florida Boxing Commission, as well as in the Bahamas.

Tony Montero has been with the PBC Office of the Inspector General since 2017 and is currently the Director of Contract Oversight and Evaluations providing oversight on 39 municipalities, Solid Waste Authority, and Palm Beach County government. He has 38 years of experience in contracting with federal, state, local public entities, higher education, and private business. He served in the US Air Force as a contracting officer deployed to Saudi Arabia during the Gulf War. Tony also worked for the Defense Logistics Agency administering aerospace contracts and was a consultant to Navy and Army contractors before accepting a position with Florida Atlantic University, where he was promoted to the Assistant Director of Purchasing overseeing $100 million in contracts and purchases annually. Tony is a US Air Force Academy graduate, a decorated Gulf War veteran, has a Master of Engineering Administration from George Washington University, and is a Certified IG Inspector/Evaluator and Certified IG Investigator.

Erica Smith started her career as an auditor with KPMG, LLP in Miami, Florida. She transferred to the New Orleans office in 2008. In 2010, Erica joined the City of New Orleans Office of Inspector General and served as their Deputy Inspector General of Audit from March 2016 to July 2022. During her tenure as Deputy Inspector General, the audit department identified approximately $21 million in savings to the City of New Orleans. In July 2022, Erica joined the Jefferson Parish Office of Inspector General as the Deputy Inspector General of Audit where she oversees audits and evaluations.

Since 2018, Erica Smith has been an instructor for the Association of Inspectors General (AIG) at its Inspector General Institute. Since January 2022, Erica has served on the AIG Board of Directors. She also serves on the AIG Peer Review Committee and has conducted a number of peer reviews for other OIGs. As a member of the Peer Review Committee, Erica is actively involved in creating the AIG peer review training program which includes developing standardized procedures to conduct peer reviews.

Erica Smith is a Certified Public Accountant (CPA), Certified in Financial Forensics (CFF), a Certified Fraud Examiner (CFE), a Certified Inspector General (CIG), and a Certified Inspector General Auditor (CIGA). She is also an adjunct instructor at the University of New Orleans and University of Holy Cross in New Orleans where teaches Advanced Accounting, Auditing, and various other accounting-related courses. Erica has presented to the Institute of Internal Auditors (IIA), the Association of Certified Fraud Examiners (ACFE), and the Association of Inspectors General on various fraud-related topics.

Erica Smith graduated from the University of Florida with her Master of Accounting in 2005 and Bachelor of Science in Accounting in 2003.

Benjamin Spies joined the City of Chicago Office of Inspector General in 2016 as a Performance Analyst and currently serves as a Chief Performance Analyst for Audit & Program Review. Previously, he served as Director of Economic Development for the Industrial Council of Nearwest Chicago, where he was responsible for advocacy and neighborhood development efforts. He is a Certified Inspector General Auditor and an alumnus of Public Allies Chicago. Spies earned a BA in English and Communications from the University of Wisconsin-Madison and an MA in Public Policy from Central European University in Budapest.

Adam Scott Wandt is an Assistant Professor of Public Policy and Vice Chair for Technology of the Department of Public Management at John Jay College of Criminal Justice. He is a member of the graduate faculty in the Master of Public Administration program and the Master of Digital Forensics and Cyber Security program.

Professor Wandt is a practicing Attorney and Counselor-at-Law (New York). He has worked on sponsored research for, or in partnership with, The Federal Bureau of Investigation, Interpol, the United Nations, Sprint, BlackBoard, Entourage, the United States Bureau of Justice Statistics, as well as law enforcement and educational institutions from around the world.

His primary research and consulting interests include technology law and policy, information security, investigative/surveillance technology, OSINT, cryptocurrency, darknet, social engineering, and UCR crime data. He has over two decades of experience developing custom investigative, forensic, educational, and data management solutions for federal, state and local government agencies. Along with two co-principal investigators, he has recently been awarded a $600,000 grant from the National Institute of Justice to study fentanyl sales on the dark web.

Ms. Whittingham is currently the Enterprise Liaison Officer (ELO) at the Naval Inspector General. The ELO position establishes responsibility for IG Enterprise program management and operations across all Navy major and regional commands, to include enterprise application of NAVINSGEN strategic plan and strategic communication, execution of senior-level working groups, and direction, with a view toward maximizing the effectiveness and efficiency of the Navy IG Enterprise’s performance of IG mission, functions and tasks. She has a Bachelor of Arts from the University of Maryland at College Park, and a Master of Arts from The George Washington University School of Business.
