The Coronavirus Aid, Relief, and Economic Security (CARES) Act (2020) and the Coronavirus Response and Consolidated Appropriations Act (2021) provided fast and direct economic assistance for American workers, families, small businesses, non-profits, and industries from the Coronavirus Relief Fund (CRF). In lieu of formal regulation and to make CRF dollars available to states and localities as quickly as possible, the Department of Treasury published rolling guidance that was periodically updated in the form of Frequently Asked Questions (FAQ) documents to address questions or matters regarding CRF authorized uses under the CARES Act and to clarify numerous issues not accounted for in the authorizing legislation. This block of instruction examines the various methods that state and local governments chose to disburse the relief funds, the risks associated with their disbursements, and the preventive, detective, and other internal controls employed or absent in some of the quickly constructed relief programs.
