The Association of Inspectors General NY/NJ Chapter presents, Detecting and Investigating Procurement Fraud – Three Perspectives. The training will be held on June 26, 2024 from 1:00 PM-3:00 PM (Eastern Time)/12:00 PM-2:00 PM (Central Time)/10:00 AM-12:00 PM (Pacific Time). Attendees may be eligible to receive up to 2 CPE credits in Specialized Knowledge. The AIG NY-NJ Chapter will be applying for 2 CLE credits for New York State attorneys. CLE credits will be contingent upon the approval by the NYS CLE Board.
Session Overview and Learning Objectives
Representatives from the New York State Inspector General's Office (NYSIG), the Office of the New York State Comptroller (OSC), and the New York City Department of Investigation (DOI) will provide an overview of general laws and rules governing procurement of goods and services with a particular focus on New York State and New York City laws and regulations. Additionally, application of New York's ethics statutes and lobbying laws will also be covered. Speakers will also highlight common schemes used to circumvent fair procurement practices and fraudulently obtain contracts and funds from governmental agencies. Red flags of possible fraud will also be highlighted. Case examples of various fraudulent schemes investigated by the New York State Inspector General's Office, New York State Comptroller's Office, and the New York City Department of Investigations will be discussed and used to illustrate investigative techniques to uncover the misconduct, violation of applicable laws, and build prosecutable cases against the perpetrators. Finally, a question-and-answer session will be held with the three panelists.
Learning Objectives
Attendees will learn the fundamentals of proper procurement practices (especially in NYS and NYC); applicable NYS and NYC laws, including ethics laws; several types of fraudulent schemes to circumvent the rules and regulations intended to provide fair and honest procurement of goods and services by governmental agencies; and investigative techniques to root out fraud and the application of criminal statutes to prosecute perpetrators of procurement fraud.
