Inspector General Kris Sullivan has 26 years of Inspector General related experience, including audits and investigations of information technology, operations, contracts, and grants. Sullivan was named Inspector General of the Florida Department of Transportation (FDOT) in August 2018. Prior to being named Inspector General, Mr. Sullivan served as the FDOT Director of Audit for six years. Sullivan serves as President of the Florida Chapter of the Association of Inspectors General and previously served the President of the Tallahassee Chapter of Internal Auditors. He is a Certified Inspector General, Certified Inspector General Investigator, Certified Internal Auditor, Certified Fraud Examiner, and Certified Information Systems Auditor. During his career he has managed, directed, and supervised over 200 audits and investigations. These engagements included evaluating the performance of the Department of Transportation’s operations, consultants, and contractors for compliance and to enhance efficiency, effectiveness, and operations. Additionally, Sullivan has led and participated in several enterprise projects for the Governor’s Chief Inspector General. Sullivan is a graduate of Florida State University.

Chief Inspector General Melinda Miguel was appointed by Governor Ron DeSantis on January 8, 2019, as Chief Inspector General, Executive Office of the Governor, State of Florida. She served as Chief Inspector General for Florida Governor Rick Scott from February 2011 to April 2017 and for Florida Governor Charlie Crist from January 2007 to November 2010. In this role, she is also a member of the Florida Department of Law Enforcement Florida Fusion Center as the representative for the Florida Inspector General (IG) Community and a member of the Florida Cybersecurity Advisory Council. Governor Jeb Bush appointed Ms. Miguel to the Council for State Agency Inspectors General in 2006 to make recommendations to update the Florida IG Act. Miguel has served as IG for the following Florida state agencies: Florida State Board of Administration, Florida Attorney General, Florida Department of Education, and the Florida Department of Elder Affairs. Miguel also served as the Deputy Inspector General for the United States Architect of the Capitol and Inspector General for the United States Government Publishing Office, both in Washington, D.C. Miguel’s service with the Association of Government Accountants extends over twenty years in a variety of leadership roles at the local, regional, and national levels including writing and speaking for AGA and serving on the Council for the Advancement of Women. She is the current National President for AGA and a member of the AGA’s Intergovernmental Partnership. Miguel is the past National President of the Association of Inspectors General; member and former chair of the Legislative Issues Committee; a former member of the national Executive Committee, Professional Certification Board, Professional Standards Committee. She is an advisor for the International Association of Financial Crimes Investigators and Director of SHELeadsTech for the Tallahassee Chapter of ISACA. Miguel received a Bachelor of Science Degree in Economics and a Graduate Certificate in Local Government Administration from Florida State University. Assistant State Attorney Khalil Quinan was raised in Miami and is a product of local public schools, ultimately graduating from Miami Beach Senior High School. After attending the University of Florida, Quinan attended Nova Southeastern University Shepard Broad College of Law where he was on trial team, Moot Court Society, and Law Review. Quinan began his career at the State Attorney’s Office while still in law school, serving as a Certified Legal Intern during his last semester. After graduating in May of 2016, Khalil was sworn as an Assistant State Attorney that September. During his tenure, Khalil has risen through the ranks of the office and tried over 50 cases. Khalil has successfully tried and convicted offenders for murder, attempted murder, conspiracy, sexual battery, and has successfully dismantled various street gangs through firearm, narcotics, and fraud-based prosecutions. Khalil also mentors younger prosecutors and has presented training on prosecuting firearms offenses, use of digital and cell-site location evidence, and case reviews. As part of the State Attorney’s Gun Violence Reduction Initiative, Khalil is co-located with Miami-Dade Police Department at the Northside District where he is responsible for proactive and reactive investigations and prosecutions of violent firearm crimes, including murder and attempted murder. In addition to his position, Khalil is often entrusted with high profile, sensitive, or complicated investigations and prosecutions.

Special Projects Coordinator Nancy Shepherd is a Certified Public Accountant, Certified Internal Auditor, Certified Risk Manager, and Certified Government Financial Manager. Shepard has over twenty years of experience in public sector compliance auditing, both internal and external. Shepard is currently serving as Special Projects Coordinator and External Audit Liaison for the Florida Department of Transportation. Shepard previously served as Deputy Audit Director and as Senior Auditor the Intermodal Audit Section. Prior to joining FDOT in 2015, Shepard worked for the Indiana Family and Social Services Administration and Indiana State Board of Accounts. Shepard used the COSO framework of internal control to diagnose causes and solutions for audit findings, including the aftermath of several frauds. Today, Shepard hopes to impart to investigators and auditor alike the usefulness of this framework for: identifying opportunities for fraud, clarifying mutual roles of audit and investigations in reducing fraud, and improving communication between both functions.
