The Association of Inspectors General Illinois Chapter presents Part II of the Fall 2022 Training series. This session, "Financial & Cybercrimes: Understanding the Nexus in the Investigative Process" is a presentation by instructors with the University of New Haven's Master's Program in Investigations. This training seminar will focus on cybercrime, cyber enabled crimes, and the link to financial exploitation. Topics will include crypto asset investigations and cyber security, financial crimes including identity theft, business email compromises, email scams, credit/debit card fraud, and financial exploitation. The presenters will focus on current trends, investigative strategies, and prosecutorial issues. The training will be held on WebEx from 8:30 AM-12:30 PM (Central Time)/9:30 AM -1:30 PM (Eastern Time)/6:30 AM-10:30 AM (Pacific Time).
Learning Objectives
By the end of this training, participants will understand the basics of crypto-currencies, crypto assets, and cyber crimes, as well as threats to cyber security and other various financial crimes. Participants will learn current trends in financial and cyber crimes. Additionally, participants will learn investigative strategies, resources and tools for financial and cyber crime investigations as well as issues that can arise at prosecution.

Lead Instructor, University of New HavenMr. Hanson is a lead instructor for the University of New Haven’s Investigations programs. He specializes in special investigations (including child exploitation), counterfeiting and digital currency investigations.
Mr. Hanson was a Senior Special Agent with the United States Secret Service for 22 years, currently supervising the Connecticut Financial Crimes Task Force (CTFCTF), a multi-Federal, State and Local Agency Task Force developed to combat criminals targeting CT victims. Experience protecting the President, Vice President and Foreign Dignitaries, along with serving on a permanent protective detail for Former President William Clinton for 4 1/2 years. Mr. Hanson has been an Adjunct Professor at the University of New Haven for over 5 years with experience developing and teaching 4 graduate level Criminal Justice Investigative Program courses. Former Specialist in the CT Army National Guard for 8 years, serving as an Infantryman and Military Intelligence Analyst. Mr. Hanson received an MS and BA from Central Connecticut State University.
Brian McCabe
Program Adviser, University of New HavenMcCabe spent over 22 years as a Special Agent with the U.S. Secret Service and currently serves as Director of Director Governance, Compliance, IT Audit & BCM, for Tenerity.
He is a federal law enforcement professional with domestic and international experience in both cyber investigations and protective operations. Proven leadership working collaboratively and effectively with multiple public and private stakeholders to achieve goals through risk management.

Colangelo, Jr., is the chief law enforcement officer of the State of Connecticut and administrative head of the Division of Criminal Justice, the independent agency in the executive branch of state government that is responsible for the investigation and prosecution of all criminal matters in Connecticut.
A career prosecutor, Chief State's Attorney Colangelo has served in various capacities, most recently as State's Attorney for the Judicial District of Stamford/Norwalk. He has vast experience trying major felony cases and has been involved intricately in criminal investigations and criminal justice education for decades.
Chief State’s Attorney Colangelo is a member of the Criminal Justice Commission, Connecticut Sentencing Commission, Criminal Justice Policy Advisory Commission, Criminal Justice Information System Governing Board, and the Police Officer Standards and Training Council. He also oversees the specialized prosecution bureaus that operate out of the Office of the Chief State’s Attorney.
Chief State’s Attorney Colangelo is a graduate of Norwalk State Technical College (A.S.M.E. 1986), the University of Connecticut (B.S.M.E. 1989) and the Quinnipiac School of Law (J.D. 1992). He has taught in the Connecticut community college system, the University of New Haven and the National Computer Forensics Institute in Hoover, Alabama.
He and his wife, Attorney Carolyn Colangelo, are the proud parents of four children.

Director, Digital Evidence Laboratory, Massachusetts Attorney General’s OfficeChris Kelly is an adjunct professor in the Investigations Program at the University of New Haven. In his full-time work, he serves as the Director of the Digital Evidence Laboratory for the Massachusetts Attorney General’s Office. In this role, Chris supervises a team of forensic investigators who examine digital evidence and surmount technical challenges in criminal investigations. In addition, he develops curriculum and serves as a staff instructor at the United States Secret Service’s National Computer Forensic Institute.
Mark Solomon
Vice President of Investigations, Synchrony FinancialMark is currently a Vice President for Fraud Investigations for Synchrony Bank. He is responsible for investigating large scale fraud, financial, and various cybercriminal activities for the institution.
Previously, Mark spent 26-years in law enforcement in Connecticut with more than a decade being assigned to a federal task force with the U.S. Secret Service.
Mark is a recognized expert in financial and cyber-crime investigations and has spoken throughout the U.S. on skimming, access device fraud, retail credit card crimes, identity theft and elder exploitation.
Mark is currently the International President-Elect for the International Association of Financial Crimes Investigators (IAFCI) which is a non-profit International organization dedicated to training and education and collaboration between private and public sector financial and cybercrimes investigators.
Mark is a Certified Cyber Crimes Investigator (CCCI) and co-host of the podcast, “IAFCI Presents…The Protectors” which is a podcast that helps educate the public about frauds, scams, financial and cybercrimes and ways recognize and protect yourself against them.
Mark is also an adjunct professor at the University of New Haven - Henry C. Lee College of Criminal Justice and Forensic Science.
