The course will provide ethical guidance for internal affairs investigators in government agencies. The course will focus on ethical decision-making under challenging and changing circumstances faced by investigators in large and small scale investigations. The course will be scenario based and will provide attendees with "hands on" style training with limited lecture format. Actual investigation scenarios will form the basis of the training.
The format will encourage investigators to work through ethical dilemmas and problem areas with tools, checklists, decision-making, and reachback capabilities, and will not necessarily provide attendees with a single "correct" response, but rather, a multi-pronged approach to complex problem solving. That said, bright line rules will be discussed and provided as guidance. Early detection of problem areas, and early identification of sources which lead to unethical decision-making will be identified, as well as successful resources which lead to ethical decision-making. Leadership through ethical decision-making and investigations will also be a focus.
