The Association of Inspectors General - New York and New Jersey Chapter is hosting a panel and training session on March 4, 2025, from 3:00 pm to 5:00 pm EDT at John Jay College. This training is complimentary for members of the AIG NY/NJ Chapter.

Inspector General Independence: Internal and External Threats


This program will discuss the laws, norms, and values underlying inspector general independence; examine external threats to independence, such as threats of removal, diminished powers, or resistance by officials subject to oversight; explore internal threats to independence involving leaders and staff of IG offices by applying the concept of agency capture to the oversight context; and recommend legal and practical approaches to address potential threats.


Learning Objectives


  • Gain understanding of the law, norms, and values that define and protect the independence of inspectors general (IG).


  • Consider external threats to IG independence, including efforts to undermine or resist oversight offices, and including concrete examples of external interference with independent IG oversight at the federal, state, and local level.


  • Explore internal threats to IG independence, including circumstances when the IG or staff become too close or aligned with the individuals and entities subject to oversight, by applying the concept of agency capture to IG offices; examine legal and practical approaches for addressing potential internal threats.
